Fue fundada por la Corporation for Public Broadcasting en 1970 con el propósito de suministrar programas radiales a estaciones educacionales y no comerciales del país. En un comienzo su producción se centró en espacios artísticos, pero después de 1983 la red abordó preferentemente una programación noticiosa. Cabe destacar los programas diarios Morning Edition y All Things Considered y los programas de entrevistas Fresh Air y Talk of the Nation.
